The French Parliamentary Ongoing Crisis: The Beginning of a New Political Era
In October 2022, when Rishi Sunak took over as the UK's leader, he became the fifth consecutive UK leader to take up the position over a six-year span.
Triggered in the UK by Brexit, this signified exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its fifth premier in 24 months – three of them in the last ten months?
The current premier, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the price for his government’s survival.
But it is, in the best case, a short-term solution. The EU’s number two economic power is trapped in a ongoing governmental crisis, the scale of which it has not experienced for many years – possibly not since the establishment of its Fifth Republic in 1958 – and from which there appears no easy escape.
Minority Rule
Essential context: ever since Macron initiated an risky early parliamentary vote in 2024, the nation has had a divided assembly split into three opposing factions – left, far right and his own centre-right alliance – none with anything close to a majority.
At the same time, the nation faces dual debt and deficit crises: its national debt level and deficit are now nearly double the EU threshold, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are nigh.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the leader named his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which proved to be largely unchanged from before – he faced fury from both supporters and rivals.
To such an extent that the following day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to secure multi-party support – a mission, to put it gently, filled with challenges.
Next, two ex-prime ministers publicly turned on the embattled president. Meanwhile, the far-right National Rally (RN) and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject all future administrations unless there were early elections.
Lecornu stuck at his job, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to avoid elections. The leader's team announced the president would name a fresh premier two days later.
Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the Socialist party, who detest Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be suspended until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would not back no-confidence motions tabled against Lecornu by the extremist factions – meaning the government should survive those ballots, scheduled for Thursday.
It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This move,” said its leader, Olivier Faure, “is just the start.”
A Cultural Shift
The problem is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, similar to the Socialists, the right-leaning parties are themselves split on dealing with the administration – some are still itching to topple it.
A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A total of 264 deputies from the RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.
To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 (or both) to vote with them, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Even if, by some miracle, the dysfunctional assembly summons up the collective responsibility to approve a budget this year, the prospects for the government beyond that look bleak.
So does an exit exist? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
Another possibility might be for Macron himself to resign. After a presidential vote, his replacement would dissolve parliament and aim for a legislative majority in the following election. But that, too, is uncertain.
Surveys show the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having chosen a far-right leader, might reconsider giving them parliamentary power.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Many think that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.
